 MS13 in the Americas: How the World’s Most Notorious Gang Defies Logic, Resists Destruction

The Mara Salvatrucha (MS13) is one of the world’s largest and arguably most violent street gangs. After relatively humble beginnings in Los Angeles in the 1980s, it has spread to more than a half-dozen countries and become a central focus of law enforcement in two hemispheres. In spite of these efforts, the MS13 remains a persistent threat and shows signs of expanding its criminal portfolio. This report attempts to explain what makes the MS13 such a difficult problem for authorities to tackle. It focuses on assisting law enforcement’s understanding of the gang’s criminal activities, but it includes deep discussion on the social and political issues around the MS13. Below are our major findings.. .

  Jessica M. Vaughan is the director of policy studies at the Center for Immigration Studies. Research assistance was provided by Preston Huennekens, a research assistant at the Center for Immigration Studies, and Joseph Kolb, executive director of the Southwest Gang Information Center. The Trump administration has declared war on MS-13, the notoriously brutal gang based in El Salvador. A similar initiative launched by the Bush administration in 2005 stifled the gang's activity after several years, but the gang has been able to rebuild itself here since 2012.

Center researchers reviewed more than 500 cases of MS-13 gang members arrested nationwide since 2012. We conclude that this resurgence represents a very serious threat to public safety in communities where MS-13 has rebuilt itself. The resurgence is directly connected to the illegal arrival and resettlement of more than 300,000 Central American youths and families that has continued unabated for six years, and to a de-prioritization of immigration enforcement in the interior of the country that occurred at the same time.

All criminal gangs are a threat to public safety, but MS-13 is a unique problem because of the unusually brutal crimes its members have committed, its success in using intimidation to victimize and control people in its territory, and its focus on recruiting young members, often in schools.

Nevertheless, because such a large share of MS-13 members are not citizens, they are especially vulnerable to law enforcement, and many can be removed from the communities they terrorize. Strategic use of immigration enforcement is a necessary element to disrupting and dismantling MS-13 gangs and any other transnational criminal organization operating in our communities.

The proliferation of sanctuary policies that interfere with cooperation between state and local law enforcement agencies threatens to hamper efforts to stifle MS-13 activity. The federal government must take steps to clarify how federal law permits such cooperation and also must set up consequences for those jurisdictions and officials who impose sanctuary policies. . .

No matter how debased the behavior of a given individual or group, no matter how much legitimate anger that genuinely evil actions might inspire, dehumanizing others always leads us down a dangerous path.”
Wouldn’t not calling them out for what they are lead us down an even more dangerous path?

WASHINGTON—The vicious nature of MS-13 gang killings came to the fore again last week with the release of court documents detailing a grisly murder in Maryland.
Ten MS-13 members stabbed a victim more than 100 times, decapitated and dismembered him, and ripped his heart out before throwing him into a grave in Wheaton Regional Park, documents say.
Gang members had lured the victim to the park to kill him, an informant told police. The informant said he was part of the killing and led detectives to the gravesite on Sept. 5. The informant “further described the circumstances of the murder and detailed the choking, stabbing, decapitating, and dismembering the victim’s body before dumping it in the pre-dug hole,” according to the court document.
This incident only adds to MS-13’s “long litany of homicides and heinous crimes,” said Robert J. Bunker, an adjunct research professor at the Strategic Studies Institute of the U.S. Army War College. . .

Almost one-third of 214 U.S.-based MS-13 gang members arrested in an international sweep were invited into the United States by President Barack Obama’s “Unaccompanied Alien Children” policy.

All Bets Off Against MS 13

U.S. Attorney General Jeff Sessions on Monday promised an all-out assault on the brutal MS-13 street gang “just like we took Al Capone off the streets.”
Sessions said the gang’s members are suspected in a series of killings in New York City's suburbs and the U.S. “will use whatever laws we have” to get them off the street.
The new designation directs prosecutors to pursue all legal avenues, including racketeering, gun and tax laws, to target the gang, said Sessions, a Republican former U.S. senator from Alabama.
Sessions designated the gang with Central American ties as a "priority" for the Department of Justice's Organized Crime Drug Enforcement Task Forces, which has historically focused on drug trafficking and money laundering. MS-13, or La Mara Salvatrucha, is generally known for extortion and violence rather than distributing and selling narcotics.
"They leave misery, devastation and death in their wake. They threaten entire governments. They must be and will be stopped," the attorney general said, while in Philadelphia.
The gang has become a prime target of President Trump's administration amid its broader crackdown on immigration. . .

Small Towns Ill Equipped Against MS 13

Fairfax County is a wealthy suburb in Virginia dotted with McMansions, upscale shopping malls and quiet cul-de-sacs.
But it is dealing with an issue not typically seen in the suburbs – a vicious gang infiltrating its schools and neighborhoods.
At least two teenagers were savagely killed. The culprit, some believe: MS-13 gang members.
Away from urban areas that have seen a rise in gang-related activity, MS-13’s brutality is turning up in small towns and communities across the country – places not always equipped or ready to deal with the growing and alarming threat.
In the last year or so, police say, the gang known for its execution-style shootings and machete-hacking deaths has cropped up in a tiny Colorado town, two Virginia suburbs and Annapolis, Md. In parts of Long Island, N.Y. MS-13 is terrorizing once-sleepy neighborhoods that are now experiencing a scourge of violent deaths. . .

The Power of MS 13

The Ciudad Barrios prison sits just outside of town, surrounded by high walls topped with concertina wire. Soldiers in face-hiding balaclavas stood guard in sandbagged bunkers outside the prison. I’d heard that there are no guards inside the walls. 



The prison is dedicated solely to the most dangerous members of MS-13. Inside, the gang runs everything. When I approached the front door of the prison and spoke to the soldiers on the outside, not only did they confirm what I’d heard about the guards, but they said MS-13 pretty much controlled everything outside the walls as well. 

The prison holds several of the men who are considered to be “kingpins” of MS-13. It’s said they can put out a hit on someone 4,000 miles away in North Carolina, and within hours that person will die. . .

$20,000 For MS-13 Drug Runner

The FBI is offering up to $20,000 for information leading to the arrest of reputed MS-13 enforcer Efrain “Caballo” Vasquez-Yanez, a convicted felon on the run from federal RICO and drug charges.


The 34-year-old native El Salvadoran was last seen in Everett in July and is believed to still be in the Boston area, FBI officials said.

Vasquez-Yanez, described as having a tattoo of the Grim Reaper, as well as a skeleton, on his right arm, “is known to have ‘homeboy’ status within MS-13,” the FBI said. “To achieve homeboy status, gang members must commit a murder and/or inflict serious physical injury in the name of MS-13.”

“Due to the aggressive, violent, and impulsive nature of MS-13 gang members, the FBI believes Vasquez-Yanez poses a serious danger to the public and we’re asking anyone with information about his whereabouts to contact law enforcement,” said Harold H. Shaw, Special Agent in Charge of the FBI Boston Division. “Concerned citizens can play an important role in capturing fugitives by coming forward with whatever information they might have.”

Militarization of MS-13

"The MS-13 in El Salvador is significantly enhancing its weapons capacities, transitioning away from a dependence on handguns via the acquisition of automatic rifles such as AK-47s, along with grenades, rocket propelled grenade launchers, and Light Anti-Tank Weapons.

Most of the weaponry is procured through theft or purchase from the military, or from existing arsenals in Nicaragua. Some of the weapons are passed on to TOCs, particularly the Mexicans, in exchange for cash and/or small quantities of cocaine and crack that are sold in the local markets.

The gangs have taken advantage of government gun-buy-back programs to turn in old and worthless weapons, using the income to buy higher quality weapons in smaller quantities.

There are credible reports from multiple sources regarding MS-13 involvement in the protection and movement of SAM 7s from Nicaragua to a 10 clandestine arms market that operates in the Bajo Lempa region of El Salvador, an area dominated by hardline former combatants of the Communist Party faction of the FMLN during the war.

There have been important efforts, many of them successful, by Los Zetas to recruit the best and most skilled MS-13 killers and gunmen, both in El Salvador and Guatemala. Many of the recruits receive enhanced military training in the Petén region of Guatemala and then operate either in Guatemala or Mexico.. . "

According to Paul Williams, the FBI Consultant noted earlier, bin Laden has been using his great wealth due to control of Afghanistan's poppy trade to pay off high ranking gang members in MS-13 (an American gang known for widespread reach and illegal activity). In fact, reports indicate that he pays these people between 30,000-50,000 dollars a pop to help him smuggle individual sleeper agents into the country.

Williams believes that currently there are thousands of Al Qaeda sleeper agents currently in the United States. Further, WorldNetDaily reports that these sleeper agents are here for an American Hiroshima.

The evidence doesn't end there, though. According to Brigitte Gabriel, author of "Because They Hate: A Survivor of Islamic Terror Warns America," there are terrorists coming through our borders due to this collaboration with the MS-13 gang all the time. 
Unfortunately, she also indicates that "Hezbollah is doing the same. We estimate thousands have already been smuggled into America. Hamas is here. . ." . . .

Mara Salvatrucha is perhaps the most dangerous gang in the country at this point. Originating in El Salvador, the gang has gone transnational, with members across the United States (in 42 states) and in countries like Guatemala and Mexico.
MS-13 has worked with Mexican drug cartels and communicates frequently with incarcerated members despite no official leadership structure.
The gang is notoriously violent, relentlessly cruel and merciless, with plenty of well-documented public crimes, such as a San Francisco member who killed a family for briefly blocking his car. . .
